With little thought, the answer is clear. Belgium has little to offer, so this is a peace offering for the Belgians.
The Netherlands have the Europort of Rotterdam - even if the city is a bit of a dump - and Amsterdam is still one of the major diamond industry venues.
I can think of many lovely cities - outside the usual sites - that are far more attractive then the Belgian capital, for one I would have chosen Milan.

I would have suggested Stockholm www.visitstockholm.com/ but sadly it has a reputation for being the rape centre of the world thanks to the Muslim immigration problems. Also, the police admit that these people have turned their once beautiful city into a series of no-go zones which even the police fear entering. The final disappointment is that the police needed to impose a curfew to ensure the safety of the city's citizens as Muslim gangs roam the streets after dark,
I make no apology, I would like to have visited Italy; the country has a wonderful cultural and sporting history, the food is lovely and you are never far from the sea - in short - it would be paradise for this writer.
However, as Belgium is in the EU and offers little, Brussels was the obvious choice.
